This was something I threw together in a weekend or two. 2x3s make up the main structure, and inside is a fully addressable pixel strip (from Adafruit, of course), programmed to “flicker”, and stuffed inside a highly modified Plexiglas core for waterproofing and added translucency. Then it’s just plugged into a light-activated outlet so it only glows at night. You can see the final result here.
